Personal Visa only These rules apply when creating a Personal Visa card, creating one with supplementary information, or assigning a physical card. Creating or updating a cardholder saves information and attachments; the country groups on this page do not by themselves reject those requests. Account permissions, platform sanctions, data validation, and update status restrictions still apply. Other products follow their own rules.

Residential address country

Use the cardholder’s actual residential_address.country and keep it consistent with their actual residence information. The phone dialing code, delivery country, and card product country do not replace the actual residence. Mainland China (CN), Hong Kong (HK), and Macao (MO) are evaluated separately. Card issuance is rejected for residents of either country group below. Providing proof of address (POA) does not override this restriction. Country codes must be valid and the information must be consistent. Absence from this table does not confirm support for every region; contact your UQPAY account manager to confirm eligibility for a specific region.

Nationality

After residence passes the checks above, the cardholder’s nationality determines whether POA is required:
  • Red-group nationality: both new and existing cardholders must have valid POA linked to them under the current account before requesting a new card.
  • Non-Red nationality, including Yellow: no additional mandatory POA requirement applies. The product’s KYC requirements still apply.

Prepare Personal Visa cardholder information

To apply for Personal Visa, complete the product’s required information through Create Cardholder or Update Cardholder. Cardholders with an eligible residence and a Red-group nationality must also provide POA in identity.proof_of_address. After meeting the product’s KYC requirements, use cardholder_id to create a card or assign a physical card. POA does not require a separate approval wait. See Apply for Personal Visa for the complete flow. Card-issuance requests, including inline creation and supplementary information, do not accept proof_of_address or identity_verification attachments. POA must belong to the current account and cardholder, be fully saved, and remain readable. You can reuse a valid saved POA without uploading it for each new card. identity.identity_verification does not replace POA or kyc_verification.kyc_proof. Uploading an attachment does not approve KYC, request a new card, or reopen a failed request. See Create Cardholder and Update Cardholder for document fields and requirements.

Product and resource availability

Passing region and POA checks does not guarantee card issuance. Product permissions, KYC, currency, card form, funds, and issuing-resource checks still apply. Physical card assignment must also meet the requirements of the specified inventory card.
