Searches the UQPAY merchant brand catalog. Use it to resolve the merchant_code values that risk_controls.allowed_merchants and risk_controls.blocked_merchants accept.
Supply at least one of display_name or merchant_code — a request with neither is rejected, so the full catalog cannot be listed. When both are supplied, only entries matching both are returned.

Case-insensitive prefix match on the merchant's display name. Required unless merchant_code is supplied.
